Robert Downs joined Delaware Rural Water in August of 2026 as a Circuit Rider for drinking water systems. He holds a Delaware Drinking Water license with multiple endorsements. In 2014, after running an excavation company for 20 years, Robert joined the City of Rehoboth Beach Water Department as a laborer. He became the Water Supervisor for the city in 2018. His experience allows him to assist water operators and managers with all aspects of treatment, budgeting and management of water systems.
