On an annual basis local governments respond to and mitigate many types of issues in their response areas. However, seldom are we required to come up with a recovery plan that has occurred within our local jurisdictions. This class will review the procedures necessary to accomplish this planning using incident management tools that are already established on a national level. The emphasis on the class will be on incident planning, response, damage assessment & recovery.
Instructor: Wayne Hutchison
Wayne Hutchison started his career in Emergency Services in 1964. During his career he has served as Fire Chief of the Townsend Fire Company and of the Dover Fire Department. He served as a field medic in the United States Army from 1968 to 1970, at which time he was honorably discharged. He began his teaching career with the Delaware State Fire School in 1978 and taught for them as a Field Instructor until 1986, at which time he became one of seven full time Senior Instructors. As a Senior Instructor, he managed all of the EMS and Rescue programs. Wayne retired from the Delaware State Fire School in 1996 and went on to work in Emergency Services and Safety until 2003 when he began his position as Deputy Fire Marshall with the City of Dover. In 2007 Wayne was promoted to the position of Emergency Management Coordinator and served as such until he retired in 2010. He now does contract work for various agencies as a Safety Instructor.
