Making PFAS System Design Simple, Efficient, and Cost Effective

Tackling any new PFAS project can be a daunting task, but in this presentation, attendees will learn how simple this can be. We will discuss basic system design as well as compare Granular Activated Carbon (GAC) to ion exchange media (IX). We will then review some throughput models in real world applications to compare both medias. Cost considerations are also critical in system design and selection, so we’ll review a 20-year life-cycle analysis. Rebedding and disposal must also be considered, so we’ll look at this for both GAC and IX. And we’ll look at the value of working with an engineering firm versus a local expert and talk about pilot tests that can be run to determine the best media for each application. We’ll talk about the two residential PFAS projects through DNREC and DHSS and connect those resources to anyone they know with a private water well that has a concern about PFAS. We’ll then go outside and look at a mobile treatment unit we built to respond to emergency needs for water plants. And we’ll wrap up the session with Q & A. This session will be a valuable resource for anyone who is involved in PFAS system design, operation, or maintenance, and will connect you with local experts.
DJ began his career in water treatment in 1990, working for a small portable exchange tank company. In 2004, DJ bought the company and has continued their meteoric growth. DJ holds licenses in MD as a Water and Wastewater Plant Operator (#6194) and as a Water Conditioning Installer (WCI-110). He also holds a Water Plant Operators license in DE (#1571). In addition, DJ is certified through the Water Quality Association (WQA) as a Master Water Specialist, Contractual Operator, and Installer. DJ served on the Board of the WQA for 14 years and was the WQA president from 2020 – 2021. In 2025, DJ was inducted into the WQA Hall of Fame. During DJ’s years on the WQA Board, he was honored to bestow our Champions Award to Congressman Fitzpatrick of PA in 2018 and Senator Upton of MI in 2019 for their work on PFAS legislation.
Tom began his career as a Culligan Man way back in 1979, working for Theron Boots at the Culligan dealership in Dover, DE. Tom quickly moved through the ranks and soon found himself running this dealership. Tom was also the lead trainer, and many of the techs he trained are still working with us today. Tom and DJ first started working together in 2003 when we were EcoWater dealers. Then in 2011 we became Culligan dealers, and Tom was “back home”. Since then Tom has run the Dover Culligan dealership for the past 14 years, and earlier this year he accepted the role of PFAS Project Manager overseeing both the DNREC and DHSS PFAS projects.
Kegan has been a Culligan Man since he was 15, starting his career in 1996. Kegan worked at numerous Culligan dealerships throughout the country, since he quickly became known as a turn-around specialist. Kegan and DJ first started working together in 2011, and since that time he has held positions as our Dover Branch Manager, Norristown, PA Branch Manager, Shrewsbury, PA Branch Manager, North General Manager, and Delmarva General Manager. Kegan just accepted the role of Senior Account Manager to help facilitate our significant growth in the Commercial, Industrial, and Municipal space, and he will be taking over these duties from DJ in the next few years.
