Section 6E.01 of the Delaware Manual on Uniform Traffic Control Devices (MUTCD), which applies to all Delaware roads (even private roads) open to the public, requires that: All flaggers working on state-maintained roadways, except for emergency personnel and law enforcement officers, shall be certified by a DelDOT- recognized flagger certification program. All flaggers, except for emergency personnel and law enforcement officers, shall be required to carry a flagger certification card and photo identification on their person at all times.
The American Traffic Safety Services Association (ATSSA) Flagger Certification Program is one of those recognized by DelDOT. Participants who successfully complete this course will receive an ATSSA Certified Flagger card, good for four years. To successfully complete the course, one must be present the entire time, participate attentively in the class, pass the exam (70%), and successfully demonstrate flagging practices taught during the class.

Matheu Carter, PE is an Engineering Circuit Rider with the Delaware Center for Transportation, Department of Civil, Construction, and Environmental Engineering, Delaware T2/LTAP Center. Delaware T2 is short for ‘technology transfer’, and LTAP is Local Technical Assistance Program. The program is funded through the Highway Bill through the Federal Highway Administration and DelDOT, and there’s a center in each state, as well as Puerto Rico. Informally, their goal is to meet our local agency personnel, identify their transportation challenges, and help them as much as possible.
