Instructor: Heather Warren

Heather Warren is the Executive Director at the Delaware Rural Water Association. She has been in the water industry for over two decades and has a strong regulatory and funding background. She started as an Environmental Health Specialist II with the Office of Drinking Water in 2001 and then moved to the Administrator of the Drinking Water State Revolving Fund from 2005 to 2019. From 2019 to 2023, she was the Deputy Chief and then Chief of Health Systems Protection, the regulatory branch of the Division of Public Health. Heather’s passion has always been water, and she went back to her roots with DRWA in 2023. Recently, she was elected as the Eastern Section Director of the Water and Wastewater Operators Association.

Heather is a Delaware native, born in Clayton, and graduated from Caesar Rodney High School. She received her bachelor’s degree from Delaware State University in 1997. She has too many animals, too many plants, and one son, Christopher. She enjoys camping, time with her giant family, and Washington Commanders football.
