Instructor: Jean Holloway

Jean Holloway began work for SERCAP in May of 2016 as State Manager for Delaware and Maryland’s
Eastern Shore. She stepped back in June 2021 to a TAP position, but then returned to a State Lead
position when the new Maryland office was established in March 2022. She re􀆟red from full􀆟me work
on 9/30/23. Prior to SERCAP she worked for Delaware Rural Water Association, the Environmental
Finance Center at the University of Maryland, College Park and the Maryland Rural Water Association.
She has also worked as a Circuit Rider Town Manager and Town Administrator for a number of small
towns on Maryland’s lower Eastern Shore. She has been affiliated with a number of environmental and
training organizations in the course of a more than 40-year career and has extensive experience in both
municipal and county government finance and administration. She has been doing training since 1996
and has presented sessions on budgeting, capital improvement planning, asset management and local
officials’ responsibilities for the Academy for Excellence in Local Governance sponsored jointly by the
Maryland Municipal League, the Maryland Association of Counties and the Institute for Governmental
Research at the University of Maryland
