This course is developed for decision makers of small water systems. It covers the basics of the DWSRF program and funding opportunities, how and when to apply, and impacts of borrowing on your consumers.

Heather Warren is a native Delawarean and a proud graduate of Delaware State University (Go Hornets!). She's been a Water Geek for most of the 20+ years of her professional career. She became the Executive Director of the Delaware Rural Water Association on March 1, 2024 and looks forward to leading DRWA into the future while respecting and learning from our past.
